As these instances\u003cbr\u003eplay out within public administration dilemmas emerge, which actors\u003cbr\u003eneed to make sense of.\u003cbr\u003eIn this dissertation, an exploration of actors’ taken-for-granted assumptions\u003cbr\u003ewithin the Swedish central government is undertaken. More\u003cbr\u003especifically, actors engaged in public administration within the Swedish\u003cbr\u003eSocial Insurance Agency (Försäkringskassan) make out the central\u003cbr\u003eempirical focus. This dissertation contains open-ended interviews, selfadministered\u003cbr\u003esurveys, as well as the use of focus groups as methods for\u003cbr\u003econtinuous exploration.\u003cbr\u003eTaking a theoretical stance within institutional theory, the concept\u003cbr\u003eof taken-for-granted assumptions is elaborated and explored in order\u003cbr\u003eto challenge prior knowledge of actors’ understandings and behavioural\u003cbr\u003ealignment. It is argued that such taken-for-granted assumptions\u003cbr\u003ealign with social systems, dominating certain contexts. Within public\u003cbr\u003eadministration, these social systems are understood as Management\u003cbr\u003eand Civil Service.\u003cbr\u003eIt is concluded that dilemmas inherent in public administration are\u003cbr\u003emade sense of in two manners. Firstly on the basis of rejecting the\u003cbr\u003epremises for dilemma and secondly by compartmentalising internal\u003cbr\u003eand external perspectives.
